New NmTC Strategic Plan Adopted at December Meeting

Naut’sa mawt Tribal Council's board of directors developed and approved a new strategic plan at a meeting in December. The plan is meant to serve as a guide to the organization’s administration over the next several years.

The goals of the 2010-2011 Strategic Plan include:

Funding – The NmTC Board and staff will work to increase funding levels, to gain a commitment from INAC for long-term, stable funding through a multi-year agreement and, as a result, to deliver increased service to meet member communities' needs.

Tools for Leaders – The objectives of this goal are to develop an improved governance model for our member nations. Tools to be created include: new councillor orientation packages, roles and responsibilities for elected leaders, governance policy, administrative operational procedures, leadership skills and communication skills.

Increased Role in Financial Management and Capacity Building – Goals include identifying financial tools that are useful for member nations and providing additional financial management support, capacity and workshops.

Review Land Management and Information Sharing amongst Members – The objectives are to identify opportunities and resources that deal effectively with land management, to offer workshops that highlight the skills of other member nations and to open an effective dialogue among NmTC members about land management practices and procedures.

Communications Strategy – NmTC staff  will define a clear communications strategy and deliver a balanced message to NmTC members, leaders and its own board of directors. They will identify interactive and technical mechanisms that can bring together varied timelines and schedules, allowing all member nations to network collectively.

Staff and the NmTC executive committee will be developing work plans to evaluate the success in meeting and achieving these goals over the next couple of years.

 

Elections ahead for NmTC Nations

Voters will be going to the ballot box in several Naut’sa mawt tribal Council nations this fall.

On Sept. 17, Tsawwassen First Nation held its first elections since the new nation proclaimed its constitution and bylaws earlier this year.

At Snaw-naw-As (Nanoose) nominations will be held in October for the November elections. The chief and four councillors will be up for re-election.

The positions of chief and five councillors at Snuneymuxw will be open for nominations in October with voting taking place in December. Snuneymuxw has had its own voting code since 2002. In 2011, five other council seats will be up for re-election.

At Malahat, nominations for chief and two council members will be held before the January elections.

Meanwhile the Indian and Northern Affairs Canada web pages that give details on First Nations still shows some outdated information on NmTC nations. Tsawwassen, for example, formally celebrated nationhood last Spring. One of its first act was passing Tsawwassen First Nation Election Act. While the first elections under the act will take place this fall, the INAC website still shows TFN’s elections as being held under Section 10 of the Indian Act by Band Election System with next elections scheduled for 2011.

Atleo the favourite of many NmTC leaders

The choice of new national chief of the Assembly of First Nations – Shawn (A-in-chut) Atleo of Ahousaht – seemed to be the favourite of Naut’sa mawt Tribal Council leaders.

Chiefs either attended in person or sent their proxy voters who cast a ballot at the AFN election proceedings in Calgary in July.

Days before the election, T’Sou-ke Chief Gordon Planes said: “Shawn has been a model of success for all aboriginal young people. “

Sliammon Chief Clint Williams also was an Atleo booster. “I was very excited to follow Shawn’s campaign. We hope that Shawn can do things seeing that we’re pretty much at the end of road on treaty.

“Sliammon is at a hurdle that other nations are going to be at some day and I hope Shawn can break down some barriers and help.”

Williams said he hoped to be able to do work with the new national chief on fisheries in particular.

“We are at a place now where the federal government is hard to budge.”
